What does mean the sand clock (hourglass) symbol showed in the Operator Client Logical tree?

Answer

The sand clock (hourglass) symbol indicates a camera to which a connection is being established and the meaning of it is mainly: “wait until finished”.

When the hourglass icon appears, you cannot do anything within that part of the application/ with that camera until that task given has been completed and the hourglass goes away.
