Why does the D6600 show "Communications Fail, COND = 003 PATH = 009" for an account?

PATH = 003 COND =009 "Communications Fail (Polling Lost)"
Description:
This message is “receiver generated” saying that the receiver did not receive a poll from the panel in the programmed amount of time.. A Polling Lost message is most likely due to some packets getting blocked or dropped in the network.
