The programming of the keypad is incorrect for the D720 Command Center. From default, the scope for command center one is "Panel Wide".
Receive a copy from the panel using the D5200 programmer. Go to command centers, then command center assignments. Scroll down to the scope of the command center and change it to "Area Wide".
