Is the time in the Remote Portal graph different from the one exported to the csv file?

The graph from Remote Portal is displayed in local time

The export is displayed in UTC (= Coordinated Universal Time).
The export can only be done with the UTC time zone. This is the time zone in which the counter data is stored and it is per design.
If you want to change the time zone in the export, you need to add / subtract the difference (offset) to local time zone in post-processing e.g. in MS Excel or MS Access.
